Is stenography is technically a form of cryptography?

  As stenography and cryptography are closely related.   Cryptography is a jumble word message that one cannot understand. Whereas, stenography is hidden writing there is no awareness of the existence of the messages.   Cryptography has data awareness whereas, stenography has the structure to remain the same data.   Stenography support all confidential and authentication data whereas, cryptography support all confidentiality, authentication, data integrity, and non-repudiation.   Stenography messages may not be encrypted. If it's encrypted then the cryptography technique is applied to extract the messages.   But both combined methods can provide better protection of message. If one can fail then the message will detect and another method will apply. Moreover, technically the cryptography form is based on stenography, because shorthand knew as stenography and it comes before cryptography, and then steganography came.
